ABSTRACT
The growth and development of any nation is always the major concern of every government many policies are put in place especially in government owned establishment . all these are with a view to improving the economic well-being of both the nation and its general populace However, a visit to any of the government establishment will convince one that, there is room for improvement as there is a lot of existing problem ranging from lack of managerial know lower levels of the management . resources are poorly utilized, while organizational polices act as deterrent rather than facilitators of decisions making. In most cases, delegation of responsibilities with commensurate authority be withheld , is observed. it is therefore, in the light of the foregoing that the interest of the researcher to embark on this study is stimulated.
