DESIGN AND IMPLICATION OF CIVIL SERVICE SALARY PAYMENT SYSTEM
 ABSTRACT

This study was designed to look into the payroll or salary payment of the Enugu State Civil Service Commission. It was intended to make known the inadequacies of the current method of payroll [manual] and to design and efficient method which is the computerized which will satisfactory reduce the current problem. Different approach was carried out. The system was designed to enhance payroll operations, helps to militate against some of the problems that are seen or encountered in the use of manual method. Clear explanation on why payroll computerization is preferable to that of the manual computation and design of the payroll analysis system suitable for Enugu State Civil Service Commission
  ORGANIZATION OF WORK
Chapter one of this project work deals with the introduction of a new system that is to replace the existing one. It talks about the aim and objective of the new system and also the problem facing the existing system and the more reasons it has to be upgrade or replace.  
Chapter two deals with the review of relevant literature and authors who have carried out research work in this aspect. The need for literature review is to make sure similar instances are not repeated or failures so as to create room for a positive change.
Chapter three illustrates how the present system works and also analyzes the various methodology carried out which will present output, input and process analysis of the present system. this chapter also render account of the methodology adopted for data collection.
Chapter four of this project work analyses the design standard that have been adopted for the work to replace the existing design been carried out.
This chapter itemize all the contents of the output from the system (output specification).  
Chapter five of this project deals with the summary, recommendation and the conclusion drawn from the entire project work.
The summary aspect, summarizes each chapter of the project work, while the recommendation have to recommend a new system after reviewing the existing system which is in use.
Then the conclusion aspect is to draw conclusion from what we have achieve so far from the project being carried out.

  CHAPTER ONE
1.1 INTRODUCTION
The payroll system involves the collection of data computation of wages and salaries, preparation of pay statements and pay envelopes and analysis of pay reports. An unstipulated pay roll is complex, time consuming and boring, this is because of the inclusion of security system to forestall fraud, computation of taxes, income tax, withholding and other payroll deductions required a lot of human effort.
In the civil service commission of Enugu  state. It is the responsibility of the bursary to document payroll reports and process all salaries, allowances and related claims. In respect of senior, intermediate and junior staff in the various department. The manual method involves a high clerical task, making the whole process expensive. It takes a lot time to compute the payroll of workers. There is inaccuracy in payroll calculations hence the need for an alternative method. There is the need to introduce an effective and efficient method which will satisfactory  reduce the current problem, thus the application of computers.
Computer is an electronic machine, which is capable of solving human problem at a fantastic speed. It makes use of institution called program and produce fast retrieval of data, speed in processing and less human intervention. Its application in the payroll computation has eliminated the tedious task in calculation of payroll.        
Nowadays, payroll system in large companies and institutions of higher learning are computerized, with a correct program and information regarding salary, hours or days worked, payroll computation can be realized. This is the main purpose of the project.
 1.1    STATEMENT OF THE PROBLEM
The researcher looks into the payroll system of institute of management and technology, Enugu an organization or institution with a significant number of  categories of staff. The researcher also attempts to find out why the payroll computerization is preferred to the manual computation and to design a payroll system suitable for the school.
1.2    OBJECTIVE OF THE STUDY
The purpose of this study are:
i)                     To know the present procedure of the commission payroll system.
ii)                   To find out the problems associated with this present procedure.
iii)                  To know the various units involved in payroll preparations.
iv)                 To know the types of focus involved in payroll system and produce computer input form and its associative output form
v)                   To design a payroll system suitable for the commission.
1.3    PURPOSE OF THE STUDY
The purpose of the study is to design a payroll system suitable for the civil service commission of Enugu State.
1.4    SIGNIFICANCE OF THE STUDY
The significance of this study to point out the needs for payroll computerization, also assist students to know the concepts of payroll and will act as a guide for researchers with similar topics.
It expresses the need for computer application paroling and widens the author’s knowledge on payroll computerization.
Institutions or commission using the manual method of pay rolling will find the study useful, as it will enable them to know the need for manual method elimination thereby making way to a computerized payroll system.
 1.5    SCOPE AND DELIMITATION
The scope of this study is limited to civil service commission, Enugu state, the payroll system of this commission was used for this study and the author computes the payroll of all categories of staff in the civil service commission.
The researcher choose the civil service commission to ensure a reliable payroll system, since the commission represents an organization with a large number of workers.
