ABSTRACT
This study is titled “Workers attitude to work and modalities for its improvement in state owned tertiary institutions”.
It is a survey, geared towards identifying the causes of the poor job performance of staff secretaries in tertiary institutions, with a view to come about the measures towards its improvements, in order to enhance the functioning of the institution.
The study is started with a background being the conceptual framework on which the study is developed and conducted. A review of existing literature on the administration of tertiary institutions, in Nigeria, workers attitude(s) challenges and motivational aspects relating to tertiary institutions were cited.
In order to achieve the aim of this study, 4 research questions were framed to guide the concept of the study, while 4 purpose(s) of the study were stated to establish a logical coherency and forestall deviations, from the overall aim of the survey. 
The study was conducted, using an 18 itemized questionnaire instrument while a sample of 256 out of a total population of 721 secretaries, drawn from the non-academic staff of Enugu State University Enugu.
Also, observations and oral interview was conducted in course of this study and the relevant response (data) were collected.
Response(s) were analyzed by use of tabular presentations and percentages.
The analyses led to the following findings;
1. Most secretarial staff were not equipped adequately for their job.    
2. The secretaries are not sent on routine training to acquaint with modern traits in secretarial  services as in computers.
3. That the secretaries were deprived of adequate welfare, pay incentives and remunerations.
Based on these findings, the following recommendations were proffered.
1. That the secretarial staff be adequately equipped with modern devices for their services in the institution.
2. That the staff secretaries be sent on training programmes, in order to acquaint and brave up with modern know-how in secretarial administration.
3. That adequate welfare, pay incentives and remunerations provided for staff secretaries in the institution in order to enhance their contribution towards job effectiveness.
