 ABSTRACT

This research work was carried out to investigate the human resource management in Nigeria. A survey method was used for this study. Questionnaires method was also used to collect data from the respondents for this study, in carrying out this study, the relevant literature were reviewed the population of this study consisted of the entire students while the sample is 100. Simple random sampling method was used others that the non availability of modern office equipment can delay the processing of information, physical and psychological state of mind of an individual is a yardstick to effective human resource management. It recommend among others that more equipment should be provided to supplement that already existing ones, and a more effective combination of all human resources management should be adopted to reduce human resource management problems.

CHAPTER ONE

INTRODUCTION

1.1       BACKGROUND OF THE STUDY

Resource management focuses on the total utilization of scarce resource such as man, machine, money, materials etc in order to achieve pre-determined organizational objectives. In the course of utilizing resources, a manager is involved in the basic function of planning; directing, organizing and controlling of all the resources mentioned above, man is the most important because h is needed to activate the other resources and thus the main instrument for the attainment of the objectives of the organization.

Thus, all activities of any enterprises or country are initiated and determined by the persons that make up that institution plants, offices, computers, automated equipments, and all other resources that a country uses are unproductive except for human effort and direction. In other words, all other resource in Edo State are passive and need to be employed by human being to become productive. It is therefore, based on the above that this topic human resources management is devoted. According to Stoner and Freeman (1992) human resources management is the management function that deals with recruitment, placement, training and development of organization members.

Human resource management (HRM) is a staff function. HRM managers advise the managers throughout the organization. Furthermore, the state, society and country or even company in Edo State may need more or fewer employees and managers from time to time. The HRM process is an ongoing procedure that tries to keep the organization supplied with the right people in positions in Edo State, when they are needed.

Yusuf et al (1991) declared that some administrators of works and others related institution of work they combined with many resources to accomplish organizational goals, people to carryout the work activities, building to have organizational operations, equipment to facilitate good productive act and financial resources to fund the state and the country at large. That is the reason for forming staff training centre in Edo State.

1.2       STATEMENT OF THE PROBLEMS

The researcher has chosen this topic “Human resource management” with the aim of identifying and highlighting the constraints that have impeded or hindered the achievement of productive human resources in Edo State and what the future holds (solutions to the problems identified) in store for Edo States. The people from Edo State has not enjoy any appreciable benefit of human resource management and this has not help the economy development of Edo State.    

1.3       PURPOSE OF THE STUDY

The purpose of this study include:

i.             To examine the concept “human resources management”

ii.            To examine the problems facing human resources in Edo State, using staff training center Benin City as a parenthesis.

iii.           To examine and proffer solution to the problems facing human resources management.

1.4       SIGNIFICANCE OF THE STUDY

The study of human resource management is important because of the general view held that productivity depend on human resources management in an organization. The study of this nature is important because of the following reasons:

1.           It will help in human resource planning

2.           It will also encourage high productivity or increase in output

3.           It will also help to recruit staff in the state

4.           It will encourage staff training and development

5.           It will also encourage staff performance

6.           The promotion, transfer, demotion and separations of staff will be encouraged.

7.           it will help to determine the problems militating against human resources development

8.           and lastly, to determine or find solutions to the identified problems

1.5       RESEARCH QUESTIONS

The research questions for this project are as follows:

1.           Does human resource management help to fight against the pending problems of employment in the State?

2.           Does human resource management contributes to the economic development of Edo State.

3.           Can human resource management help in staff recruitment, staffing, promotion, demotion

4.           Can finance help in human resource training and management.

5.           Does human resource management help in the increase of output in the State?

1.6       SCOPE OF THE STUDY (DELIMITATION)

The scope of the study will be limited to staff training center aid Edo State only.
