ABSTRACT
Organizational structure is the frame work of all the business organizations so far. For the purpose of this study the researchers intention is to highlight the contribution of organizational structure towards the effective management of organization and also to ex-ray. For redressing the problems military against its efficient functioning with special reference to institute of management and Technology Enugu and star printing and publishing company limited Enugu.
Many theories have propounded by eminent management scholars from the dawn of industrial revolution period to the contemn portray era but it is disappointing that the organizational problem which use theories were meant to solve still persisted to date and the reason was traceable to the lack of adoption of appropriate organizational structure in non adherence to the tenets of the chosen structure by most organizations. It has also been prove that the reason why many Nigerians business have remained unsuccessful today is the to the same problem.
To this end therefore the organizational structure of the institute of management and Technology Enugu and star printing and publishing company with the aim of outing the organizing. Principle, examine the organizing system, identify the factors responsible for the inefficient functioning of their structure and make appropriate recommendation.
This study has therefore been arranged into three chapters. Chapter one deals with the preliminary studies and problem analysis purpose of study and scope etc.
Chapter two covers there view of related literature while chapter three death the summary of finding, recommendations and conclusion.

0.2 BACKGROUND OF THE STUDY
Many theories of organization have been propounded by the management scholars right from the classical era to the contemporary period. These management structure had common opinion that all business organization, be it profit on non-profit oriented had set of objective to be achieved.
For these sets of objective to be achieved. Issues central to the effective management of the organization libe division of work hierarchy of authority, chain of command and span of central etc shall be put in place in a determined fashion that will suit the organization. Organizations structure therefore simply put, is the frame word on which an station organization is built. It is a net work of authority and role relationships.
In a situation where are obtained the net result is the harmonization of operation activities, enhancement of friendly atmosphere among workers in the organization and smooth attainment of the organizational objectives.
For the purpose of clarity and practice ability of this subject, several form of organizational structure have been identified. The three major ones are. Line organizational structure, functional structure and line and staff structure.
Unfortunately, despite the obvious advantages inherence in structuring businesses into these acclaimed ferments many Nigerian organizational do not appreciate nor adhere to the intrinsic qualities and guidelines peculiar to the chosen structure account. This non-adherence to the tenets of the chosen structure account for the numerous cases of discontinuities and failure in businesses. The in appropriateness of the organizational structure also causes lack of co-ordination, low moral, back passing, role clash, usurpation of responsibility and weak financial base in most Nigerian business.
The preponderance of organizational inefficiencies and lack of effectiveness of most Nigerian business organization traceable to structural madesuances makes it mandatory that an investigation into these problems should be claimed out in other to solve them.
This need make the research. The role of organizational structure on the effective management of selected government prostates in Enugu state most appropriate.
The researcher shall therefore examine in this project, these associated structural problems in these two government prostates. The institute of management and Technology Enugu and the star printing and publishing company limited Enugu and proper solution to them well as makes appropriate recommendation.
A BRIEF HISTORY OF THE INSTITUTE OF MANAGEMENT AND TECHNOLOGY (I. M. T. ) ENUGU.
The Institute of management and Technology Enugu came into existence under the cast central state Elicit N0 10 of 1973 promulgated by their Administration of East central state Ajie Ukpabia Asika.
Prior to the establishment of the institute there existed in Enugu up till 1967, a college of Technology which offered courses in Engineering and laboratory leading to the award of the ordinary Diploma level.
There also existed the institute of Administration which offered certificate course on co-operative studies to co- operative inspectors from the ministry of industries, trades and co-operative.
There institutions were automats and difference located. The college of technology of which was part of the ministry of Education was controlled by the same ministry.
The ministry of establishment controlled the Institute of Administration while the co-operative college was controlled by the ministry of rural development.
Civil servants who were posted there from the ministries on secondmend and could be recalled to the ministries or reposted elsewhere as the need arose.
Thus, the administration and the operation of the three institutions closely followed the routine in the civil service and within this setting, they held their own in the committee of similar institutes in the federation.
In 1971, the East central state government felt the need to have a specialized tertiary institution to train the much needed middle level manpoiser to serve in the government ministries and industries and decided that the answer is to manage the college of technology and the institute of Administration and on 1st April 1972 the college of technology and the institute of Administration were brought under the unified control of the cabinet office.
Finally on 31st May 1973, on enabling Edith –Edith N0 .10 of 1973 was promulgated giving birth to the institution titled. The Institute of management and Technology ( I.M.T) Enugu.
It came into existence in 1st July 1973. The new institute was run by the government council and the first chairman of the council was Dr. Ukwu I, and the first Rector and head of the Institution was professor M.O. Chijioke.
The institution opened it’s door to the students in October 1974 and admitted its first birch of student numbering 550 and also inherited 300 second year students from the former college of technology, making the total students enrolment in it’s first year of existence to 350 students.
During the initial year of operation of the school, it had very few management and academic staff but as years rolled by, many more staff were recruited both from within the country and from the overseas. The institution offers courses in management and Technology to justly it’s name.
It started with eleven academic deportment grouped into three divisions as follows:-
(a) Division of Business studies.
(b) Division of General studies.
(c) Division of Technology.
By the late eighties through the process of growth and development the institute had grown the accommodate about twenty academic discipline group into five schools as show below:
a. School of Business studies.
b. School of technology teacher Education
c. School of General studies
d. School of Engineering.
In addition to these school, an industrial center was built to serve not only as manufacture prosecution outfit of the institution but also to serve as a recourse center where students will acquire practical knowledge and industrial orientation.
As presently constituted, the institute of management and technology Enugu is structured into six Administrative division and six schools and 31academic deportment as follows.
a. Rectory division.
b. Registry division.
c. Bursary division
d. Library division.
e. Estate and works division
f. Medical service division.
A BRIEF HISTORY OF STAR PRINTING AND PUBLISHING COMPANY LIMITED ENUGU
The star printing and publishing company limited Enugu is a state owned newspaper publishing company owned by Enugu state government. It publishes the star group of newspaper including the daily and the weekly by start etc. in 1956, the farmer Pastern Nigerian government established activities.
This newspaper, the Eastern outlook was publishing on weekly basis by this printing outfit until January 1962 when it become a daily Newspaper. It had by this time danged name to Nigerian out look. This change of name reflected the Newspaper reach, Since it coverage and activities were by than nation wide, it also reflected the position of the Easy as one of the major actors in the post independence Nigeria polities.
1.2 STATEMENT OF PROBLEMS:-
In carrying out this research , it is very pelting to study to under listed problem which are inherent in the operation of the organization structure.
a. To Examine the type of organizational structure adopted in institute of management and Technology.
b. To discover the level of adherence to the structure adopted by staff of institute of management and Technology.
c. lack of adequate knowledge of the importance of organizational structure on the effective management or organization of the staff and management militates against it’s use.
d. Lack of adoption of appropriate organizational structure accounts for the height failure rate of most Nigerian businesses.
1.2 OBJECTIVES OF THE STUDY.
This study is important because it would enable the research to.
a. Make an outline of the organization principle, examine the organization system of the institute of management and Technology Enugu and the star printing and publishing company limited Enugu to Identify the factors responsible two prostates.
b. Make preposition of appropriate organizational structure for the two establishments.
c. Investigate the native of authority relationships and responsibilities in the systems.
d. The study is also significant because the findings and subsequent suggestion would as well be of great service to other prostates that might be experiences similar problem diagnosed in the research.
1.4 SIGNIFICSNCE OF THE STUDY :
This research will be of great help to the society but there are group of people who will benefit more from this work and they are:- The manager and staff of the two prostates that are studies in this research work (I.M.T and SPPC) students will use this work for research purpose. Those who manage prostates, state, federal government and other bodies who may want to float a polytechnic or printing and publishing coming shall benefit immensely from the research work.
The study is also very significant because it will enrich the knowledge of the reading public who may come across the work or importance of the us of organizational structure on effective management of organization.
1.5 DEFINFTION OF TERMS:-
A. MANAGEMENT: This is the utilization of both human and material resources effectively and efficiently in order to attain set objectives.
B. ORGANIZATIONAL STRUCTURE: This is a pattern on net work of relationship between individuals position and responsibilities in an organization aimed at efficient and effective attainment of organizational objectives.
C. SELECTED PARASTATALS:¬- These are the organization on which the study in conducted and they are the reference point of this research. In this case, the organization are the I.M.T. Enugu and the star printing and publishing coming (SPPC).
D. SAMPLE SIZE:¬- A segment of the population which has been chosen for the study and which serves as a representation of the entire population.
E. DELEGATION:- This is the process by individual manager or supervisor transfers part of his authority or power to act a subordinate but without relinquishing the ultimate responsibility entrusted to him by this own superior.
