CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Human capital management is a very vital task on workers performance in any organisational setting. It is important to define the term human capital management in the first instance. The concept of human capital management has been around for years, but its meaning remains amorous and the term is often interchange with other, such as organisation management, human resource management and personnel change management.
Further adding to these is the complexity of the process which comprise human capital management including workforce planning, selection, candidate attraction and searching, skill management, on-boarding (orientation and termination), training and development, personnel administration, compensation, time management and payroll, benefit administration, personnel cost planning and performance appraisal. From the definition, we can say that human capital management is the development of all labour-related issues that impact a firm’s strategies and operational objective, including; the employment of people, the development of resources, and the utilization, maintenance, and compensation of their services aligned with their job and organisational requirement.
Today, the human capital management discipline is more critical than perhaps ever before. Adequately managing every fact of talent and labour require a detailed examination of all segment of the workforce against every area of operational details.
Igboedi (1997), is a social process that utilize resources and change human behaviour in the desire direction in other to obtain contribution that will accomplish the objective of the organisation. It can also be define as the management of people at workplace (Roder, 2001).
The important of human capital management on workers performance in an organisational setting also cited the important and effective personnel management that recognize ability and development talent, skill of employee and also create harmonious environment for employees and employers.
1.2 STATEMENT OF THE PROBLEM
The general purpose of this study is to examine the effect of human capital management on workers performance in an organisational setting.
This study intends to examine the following problems;
Do effective management by any means influence an organisational growth.
Will it provides an organisation with the right caliber of personnel needed for effective and efficient operation.
Do we continue to see human capital management as a vital assets open organisation that needs constancy and maintenance to maintain high workers performance.
Is the establishment of human resources development necessary for any organisation.
1.3 PURPOSE OF THE STUDY
The purpose of this research work is to examine the effect of human capital management on worker performance in an organisational setting and therefore aim at achieving the following objective.
Identify and find out whether actually the effective human capital management influence organisational setting.
To know if the human capital management will bring about a change in the mind and attitude of the employee, especially when their daily task is being performed.
To know if human capital management will lead to or help in the up bringing of quality and skilled workers performance in an organisational setting.
To identify if human capital management has been enable to management the employee welfare, staff motivation and increase the organisation develop with few available resources.
1.4 RESEARCH QUESTION
The following research questions will serve as a guide in the course of the study.
How does the effect human capital management in an organisation setting enhance growth in the same organisation?
Does the effect of human capital management contribute to the worker’s performance in an organisational setting or attainment of operational efficiency?
Does the improvement of staff welfare contribute to the workers performance?
Is the organisational setting of human resources the most vital element, forth the attainment of the organisational goals?
Is there any controlling measure on the effect of human capital management on worker’s performance to enhance an effective organisational goal?
1.5 RESEARCH HYPOTHESIS
Ho: Human capital management has an effect on consistent increase on worker’s performance.
Hi: Human capital management has no effect on consistent increase on worker’s performance.
Ho: Human capital management has no effect on increase competitiveness of the organisation in reducing worker’s performance.
Hi: Human capital management has an effect on increase competitiveness of the organisation in reducing worker’s performance.
1.6 SIGNIFICANT OF THE STUDY
The significant of this study is to analyse the effect of human capital management on workers performance in an organisational setting.
The finding will enable the government to know when and how best to extend the programme of human capital management to the rural and urban areas enterprise.
The outcome of this research work will also be useful sources of information to scholars or researcher to have more ideas about human capital management; thereby developing and improving on it on order to make meaningful contribution that will alleviate and ameliorate the problems of human capital management mainly in the rural areas.
1.7 SCOPE OF THE STUDY
The study focused on the effect of human capital management on workers performance in an organisational setting. The study also cover an area of the Delta State service, particularly the Delta State Polytechnic, Ozoro and its located in Isoko North Local Government Area in Delta State.
1.8 LIMITATION OF THE STUDY
The following are limitation of the study. Most of the workers were reluctant in disclosing some necessary information.
During the visit to some offices, most of the workers were going to their various field works, sometime I find it difficult to reach out to most of them.
The researcher has some difficulties in gathering adequate information and reliable material for the composition of the work.
1.9 OPERATIONAL DEFINITION OF TERMS
The term below will be used extensively in the project. The aim is to increase the clarity of the project work.
Organisation: a group of people or persons that come together cooperatively under leadership to achieve a goal.
Work performance: government leader have the opportunity to improve the performance of their organisation.
Organisational setting: this selection provides comparisons responses from individual at different organisational setting.
Human capital management: is that branch management that seals with the development, procurement, compensation, integration, maintenance and selection of human capital to the end, individual, organisation and social objective are accomplished.
Management: this is the process of designing and maintaining an environment in which individual working together in group, efficiently accomplish selected aims.
