This study is intended to analyze the effectiveness of competitive bidding and service dc/we!:), in pub/ic procurement in Uganda Blood Bank Nakasero. The study was majorly based on Iwo spec i/ic objectives that is to say: evaluating the influence of competitive bidding on service delivery in Uganda blood bank Nakasero and the second objective was to assess the influence of restrictive bidding on service deliveiy in Uganda blood bank Nakasero. The research was conducted in within Uganda blood bank Nakasero branch due to easy accessibility of in/iwinalion by the researcher since it is in the heart of the capital ci~ of Uganda. Quantitative data techniques of research were used during the study and these included; interviews, questionnaires, and observation methods. Interviews were conducted on selected staff from the Uganda blood bank Nakasero branch including the procurement departmnent~ User department, accomitm~ officers and fInally data from Service providers which helped the researcher to come up with complete and reliable infàrmation. The information collected was organized according to five chapters in order to make meaningful presentations and discussions, conclusions aiicl recommendations. The research findings collected revealed that open competitive bidding and restrictive bidding are prevalent in Uganda Blood Bank Nakasero and is the most used by the organization to solicit fOr service providers. It was flirt/icr established that the level of open competitive bidding had a mean index 2.652) implying that open domestic bidding influence service delivemy management at a small extent since the mean generated provides a figure that is slight/i’ above the average 2.5.Restrictive service delivemy had the total mean index is 12.3341) in refrrence, in the questions presented4 it can be construed thatrestrictive bidding a/fret service deliver~’ management in Uganda Blood Bank Nakasero to the smallest extent. The researcher denotes that the nature of the relation could be a sign of other factors which influence service dehii’en’ management in Uganda Blood Bank Nakasero, hence the need for consideration in rcconunendation.s’.It is upon this background that the researcher called upon the o/ficials to undergo ongoing, intensive and wholesome training to improve on competence and in/egrily. 7/ic global environment is too dynamic, complex and thus turbulent requiring flexibility in the execution of the procurementJunctions. Products are changing constantly, so are ~pecffications’. Procurement offIciaLs’ must be fOlly knowledgeable of these changes to ef/Octively per/Oem. If there is need, the department should be .flnanciaiiy facilitated to outsource some expertise in situation ofcomplex specifications. x
