ABSTRACT 

This study was carried out to find out the extent to which staff evaluation could be used as a veritable tool in improving the performance and productivity of public organization workers with Enugu State Civil Service Commission as the case study. The research was guided by four hypotheses which were drawn from the statement of problem and the objective of study. Related literatures were reviewed in the study. The data were sourced from both the primary and secondary sources available. The questionnaire was the only source of primary data collection. The questionnaire was drawn from the research objectives. Simple statistical methods such as table, frequencies and percentage were used to analyze the data while chi-square (X2 ) was used to test the hypotheses formulated. The findings indicated that effective and efficient staff evaluation exercise improves the performance and productivity of public organization workers, while some factors such as bribery and corruption, “godfatherism”, tribalism, politicization of recruitment et cetera, impedes organizational effectiveness and workers performance. This study equally went further to discover other major problems militating against effective conduct of staff evaluation exercise. Amongst them are; falsification of data by top officials, indiscipline, hoarding of information, lack of autonomy, inadequate qualified personnel/professionals, to mention but a few. Finally, the study recommends, among others, that public organizations should do every thing within its ambit to regularly carryout its staff evaluation exercise appropriately and as when due. The study concludes that the Government should often sponsor seminars and workshops on staff evaluation to create the awareness of the benefits of the programme to both organizations as well as workers in public organizations.
