A CASE STUDY OF ENUGU STATE
ABSTRACT
This research work has been designed for the study of small scale industries as a developed strategy, especially, in Enugu Township. In the past the federal government has neglected to encourage this sector as the impact cannot be overlooked. As the largest employment sector is most developed nations to this end, the government has come out to seek a way it can be improved so as to curl the employment in our society and thus development.The chapter one was designed to have various view of the problems of small business like, lack of educational background, managerial skill, finance and profit motive, the purpose of the study, background of the study, research question and the significance of the study.
Chapter two was meant to review of the related literature based on the experts who have come out with strong suggestion on how the performance of the industries is to be encouraged, and theoretical foundation on the study.
Chapter three, the methodology used by the researcher for descriptive purposes in the subsequent analysis.
In chapter four, the researcher presented and analysed his findings as a peculiar to the efficient improvement of small scale industries in Enugu metropolis.
Lastly in chapter five, conclusion were made based on findings and recommendation on how scientific aids be devised by government to help small business efficiently.
Finally, efforts were also made to make this work interesting and that this work will be of greatly help to anyone wishing to encourage in a reputable business he/she comes across.

CHAPTER ONE
1.1 INTRODUCTION
STATEMENT OF PROBLEM
There have been problems of education on the part of the owner of all business. Some are illiterates and this prevents them from being capable of handling their resources very well.
Another problem has been that of local materials as sources of inputs. Most of the raw material used are imported and this prevents the owners of the business from improving on the local ones/. In the light of this. The federal government placed ban on raw material used which resulted to the use of exploring local raw material in production.
In consonance of the first problems is the problem of managerial skill. This prevents owners of the business from the effective application of both human and material resources in the production of services.
In addition there has been problem of finance. This is the backbone of the whole organization, it det4ermines the strength of the business in expansion, research on new products and innovations to be due course. Small scale industries are profit oriented. In the light of profit maximization they place high prices on their products. This prevents the common manufacturing from patronizing them because of increase in prices. They also loose their customers and this prevents them from growth or expanding the business in a large aspect.
1.2 THE PRUPOSE OF THE STUDY
The purpose of this study is to investigate the government economic relief package to the improvement of small scale industries.
1.3 BACKGROUND AND NEED FOR THE STUDY
When Nigeria gained independence what existed before then was import substitution as a means of industrializing our economy based on that our economy is purely based on production of agricultural products. Moet of them which later is sent back as a finished goods.
Coupled with the fact that we are developing, we are unable to perfect on the type of technology to use. We adopt what is called technology and we are dependent on other country’s industrializing.
Many individuals including those making policies that will shape the future of our economy have of recent come to accept that smaller industries are much more appropriate for our present conditions. But come to think of small scale industries we remember friends and relations that are carpenter, tailors, furniture makers to name a few.
These people rendered services to humanity yet they have not contributed so much towards meeting society’s needs. We know that our small scale industries cannot complete very well with white men in production of high quality products as a result of small scale manufacturer fall to make it because the traders have so decided. You cannot do away with them, unless you wish to hawk your products. The failure is due to absence of co operation between the traders and the manufacturers. An example of small scale industries are block industries, bread industries, garri processing industries and palm kernel oil industry e.t.c.
Further m ore, government have come up with some programs to stimulate the growth of these sectors. There is national directorate for employment, new fund, people’s bank credit incentives to mention but a few. It comes to contribute towards alleviating the problems, in stimulating the growth of small scale industry. But it is on record that no tangible success has been recorded even by their combined activities.
It is quite unfortunate that small scale industrialists themselves do not have any responsible and responsive organization to champion their course as it is the case with many other business associations. The activities of national association of small scale industries are nothing to write home about.
1.4 RESEARCH QUESTION
The research questions are:
1. How successful are small scale business in carrying their operation under government economic programs?
2. How can the dynamic role of small scale business be effectively and economically improved?
3. What management policy can the owner adopt as business starts?
4. What distributions process can the owner of the business use for his product, so as to keep the price relatively stable?
5. How can the government assist the small scale business to expand its opportunity?
1.5 SIGNIFICANCE OF THE STUDY
The study would be useful to small scale industries. The firm therefore owes it to itself and society to allocate these resources in a profitable way. A prosperous small scale industry contributes to a healthy and vigorous economy.
It will also help the small scale industry to provide a proper and condusive work environment its employees, paying them justifiable and in accordance with their performance providing them opportunities for self fulfillment.
To policy maker, this study would assist the top government officers in formulation and periodically reviewing the basic policies, plans and forecasts which will lead to the survival of the small scale industry and thus enhance their productivity.
This study will help small scale industries to know that customers are important in a large society like Enugu. it has been claimed that it is the customers that determined what a business is and keep a business in existence to fulfill this obligation it must refrain from making sub standard goods and services and charging of high prices.
For consultancy firms, the study would be useful in providing necessary advice to small and medium scale industries that seeks expert knowledge in establishing business or new ones. It will also help the academicians for research and writing of literature on the topic concerned. In case of exploring the avenue for the expansions, it would help the business men to use the opportunities of the present government economic relief packages in improving their efficiency and effectiveness. These avenues are people’s bank, national economic and reconstruction fund (nerfunnel) and tax free holidays to credit incentives.
Finally, it will help the manger of the business to know what type of business to operate and how he can go about obtaining the resources for continued existence of the business.
