ABSTRA~ This project will be conducted for roughly five months from the time of proposal designing up to data analysis and presentation; it employed descriptive research design which involved stratified sampling method. The objectives of the project were: to investigate the effect of Universal secondary education on academic performance of learners in selected secondary schools to identify the challenges faced by the teachers involved in the programme and to create awareness on the effects of universal secondary Education on the learner’s performance. The research will be conducted in Uganda as a case study of selected secondary schools in Nakasongola district. Questionnaires and interviews will be used as research instruments among the head teachers and teachers for collection of data. Some of the major conclusions made were that academic performance has deteriorated since the introduction of universal secondary education. This was attributed to a huge teachers shortage due to the large increase in enrolment, inadequate funds provided by the Government and which were not disbursed in good time, increase in indiscipline due to poor class control by the teachers and inadequate facilities which were to be shared by the large number of pupils. Due to the large numbers, most teachers gave fewer examinations. It therefore calls on the government to employ more teachers, increase the amount of funding to these schools and provide more facilities for teachers and learners.
