ABSTRACT
The reduction of illiteracy to the barest minimum by world nations and the achievement of item two of the Millennium Development Goals (MDGs) which is achieve universal basic education prompt the introduction of the Universal Basic Education (UBE) programme in Nigeria. The research aims at identifying the various problems and prospects of universal basic education in Adamawa state and also ascertains if the program of UBE is properly implemented. The research design for the study is survey which is geared towards collecting data to answer research questions which employs the use of questionnaire to determine the perception of respondents (stake holders) which include principals, teachers and students to solicit relevant information on how to assess level of implementation of universal basic education programmes in Adamawa state. The findings from the study showed that Government’s effort in the implementation of UBE program has not fully achieved the objectives of UBE.

It also showed that Computer literacy of teachers helps in increasing students’ achievement generally and in computer studies in particular. The study also recommends that funds meant for execution of the programme should be effectively utilized and monitored by the government and also only qualified and skilled teachers are recruited in the teaching and learning profession.
