ABSTRACT The purpose of the study was to find out the values of universal primary education programme in Mpenja Sub County, Mpigi District. The work is organized in a logical order from chapter one to chapter five. Chapter one contains the background of the study; problem statement; objective of the study; scope of the study; significance of the study. Chapter two contains the review of related literature, chapter three contains the methodology employed in data collection process, chapter four contains the presentation, analysis and interpretation of data and lastly chapter five contains discussions, conclusion and recommendations. The methods used for data collection were questionnaires to the head teachers, pupils, teachers and parents, interviews were administered to the parents and pupils of the schools involved in the study. In chapter four, findings indicated that, although free primary education programme had a positive impact on the pupils, it was slowed down by the lack of instructional materials like books, classrooms among others. The study recommended government to uplift the standard of universal primary education by providing the necessary facilities in schools in order for the programme to be successful.
