CHAPTER ONE INTRODUCTION 1.0 Introduction This chapter accounted for the following; background of the study, problem statement, general objects, research questions, scope of the study, signification of the study and limitation to the study. 1.1 Background of the problem As early as revolutionary days , many wars were waged but the notable one was the Franco-Prussian war of 1870 .This gradually attributed to the first word war of 1914 to 1918 which claimed million of people’s lives and also contributed to social evils among others (Kitooke 2002). Quite alarming to note, there is also another second global war that occurred in between 1939 and l945which resulted from the peace markers’ mistake in the 1919 Versailles peace settlement agreement for failing t handle the European affairs amicably to avert conditions for the occurrence of any other war. Because of her weakness, after Second World War. The United Nation organization was formed to curb any similar situation. While in Africa the UNO failed to achieved one of its objectives of maintaining peace and security across the world, any countries in Africa therefore underwent political wars right from the time of colonization and post-independence era. Uganda as a member state of yet another big organization called Africa Organization Union suffered a lot from numerous political insurgencies after her independence. Regrettably in another Uganda, the Lord Resistance Army (LRD) hit dangerously nearly all part of the region. The effect of the war in the North is farfetched. Dokolo district equally had a share and significance affected the performance of many schools in the area compare to other performance district in Uganda (UNEB 2010). This is revealed in the academic performance of the primary schools in this sub county.
