ABSTRACT
This study centered on local government service commission and local government system in Nigeria: Matter Arising. The specific objectives identified were to determine the extent of activities of local government service commission on local government areas in Nigeria; to identify the matters arising in Nigeria local government system, and to examine challenges emanating there from and to apprehend measures that can help improve the autonomy of local government system in Nigeria. The study adopted survey method of research. The data was presented in tables and percentages. The statistical approach was used in the measurement of the data generated. The study found out that the structural and institutional innovations introduced by successive administrations, local government in Nigeria leaves much to be desired. The study recommended that political power should be decentralized to devolve more responsibility and a reasonable autonomy to the local authorities.

INTRODUCTION
1.1 Background of the Study
Local government system is one of the most revolutionary administrative reforms in the political programme of the federal government of Nigeria. It is the administration under local committees to maintain law and order based on a range of social amenities and to encourage cooperation and participation of people at the grass root to improve their living condition. This concept with its objectives is aimed at standardizing and stabilizing the functions, human and financial resources of the local government level to encourage initiative and leadership potentials. The current trend of ineffectiveness of the local authorities is dual in nature, managerial and financial deficiencies. (Ugwu 1982:34) puts it this way “In all federations, finance is the most critical policy issue in intergovernmental relation”. The encroachment of local finance and the level of interference by the other higher government as it relates to revenue sharing has continually remained issues in the front burner of the nation’s polity by the state government. This has negatively affected the performance of local government in terms of its constitutional responsibilities. The setting up of state and local government joint account committee, local government service commission, ministry of local government and chieftaincy affairs and other allied agencies at the state level have made local government autonomy unattainable in Nigeria. In view of all this facts, it is pertinent to note that the success of an/any organization depends on the ability and expertise of those who operate it both at the managerial and lower levels of operation, such abilities and expertise usually stems from the knowledge that possess and training received.
Hence this paper evaluates the performance of the local government service commission and challenges of Local government autonomy in Nigeria.
1.2 Statement Problems
The roles played by local government service commission in manpower development is much to rate with developing state like Awgu local government area of Enugu State. It is pertinent therefore, to examine the expected function or role of local government service commission in manpower development since it inauguration on the 20th October, 1992 by the first civilian governor of Kogi State Prince Abubakar Audu.
Below are some statement of problems:
1. Problem of reckless spending
2. Problems of mismanagement
3. Over inflation of contract
4. Problem of finance
5. Lack of enough educational institution in the state
6. Absence of institution to train staffs in the lower cadres
The local government service commission responsible for the training and development employees are having limited number of staff that will go on service training annually.
1.3 Objectives of the study
The general objective of this study is to examine the relationship between the local government service commission and the quantum of local government autonomy in Nigeria, this study seeks to achieve, the following specific objectives.
1. To determine the extent of activities of local government service commission on local government areas in Nigeria.
2. To identify the matters arising in Nigeria local government services commission.
3. To examine challenges emanating there from and to apprehend measures that can help improve the autonomy of local government system in Nigeria.
1.4 Research Questions
The following research questions were drafted from the objective above:
1. What is the extent of activities of local government service commission on local government area in Nigeria?
2. What are the matters arising in Nigeria local government services commission?
3. What are the challenges emanating there from and to apprehend measures that can help improve the autonomy of local government system in Nigeria?
1.5 Research Hypotheses
The following research hypotheses were drafted from the research questions;
H1: The activities of local government service commission have no significant impact on local government areas in Nigeria.
H2: There are no matters arising in Nigeria local government services commission.
H3: There are no challenges emanating there from and to apprehend measures that can help improve the autonomy of local government system in Nigeria.
