1.0 INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Housing is one of the essential commodities of life besides food and clothing. Hence every adults is desperate of owning a personal house or opportunity of living in a good house with basic facilities and utilities in a conducive location. Shelter occupies a priority in a man’s scale of preference when it comes to his need, this is because, it is a major determinant of his productivity, welfare and state of being.
Furthermore, labour cost has been a great determinant of the level of residential development, construction of houses is made possible by communal and family commitment by the members of community and family which directly made construction of residential accommodation easy and cheap, because of the fact that every members of the family contribute his own quota as regard labour, it makes labour cost less, than what it should be financilally. As age advances and civilization proceeds, communal and family commitment of the members depreciate and retard, every one carry out his construction of house alone and employs labourers which led to increase in financial cost in buying those labourers for the erection. This also led to increase in construction cost and its attendant consequences like, decrease in supply of residential accommodation and increase in house rent.
1.2 STATEMENT OF PROBLEM
Residential property development requires huge capital out lay as obtained in the other forms of real estate development.
Labour cost is an aspect of cost that make residential property development require huge capital out lay. Technological advancement and industrialization witness in develop and undeveloped economics including Enugu in Nigeria has introduced sophisticated building, structural designs which has also led to skilled and unskilled manpower in their development and construction, in Enugu urban recent building are roofed with aluminum roofing sheet while the door and window fitting are done with aluminum equally. These situation requires the services of both skilled and unskilled labourer’s which in turn increases the cost of labour.
However, inflation and attendant high cost of living leads to increase in labour cost as common labourer’s demand for one thousand five hundred (1,500) naira as daily pay because of rising cost of living.
Furthermore, there has been increase in demand for residential real estate and consequently increase in rental values which are beyond the reach of low income earners.
1.3 AIMS AND OBJECTIVES OF THE STUDY
This research work is undertaken to assess the impact of rising cost of labour on residential property development in Enugu metropolis.
To achieve the above aim, the following objectives shall be pursued.
1 To assess the drend of rising cost of labour between 2002-2012 in the study area.
2 To ascertain the rate of property development between 2002-2012 in the study area.
3 To assess the impact of cost of labour on residential property development in the study area
4 To suggest ways of taking the problem of labour cost as regard to residential property development.
1.4 RESEARCH QUESTION
In order to ensure that a thorough research work has been carried out, the following research questions have to be stated.
1 What is the trend of labour cost between 2002-2012 in Enugu urban.
2 What is the rate of property development in Enugu urban between 2002-2012.
3 To what extent does labour cost affects residential property development in Enugu urban.
4 What can be done to reduce the effect of labour cost on residential property development.
1.5 SIGNIFICANCE OF THE STUDY
Since the study tends to assess the impact of labour cost on residential development in Enugu, it tends to provide solution to the problems associated with cost of labour on residential property development in the state, as a result of this study, the whole populate in Enugu will benefit both private and public sector directly or indirectly in this study as the study provides solution to the housing problems. Investors and estate managers and surveyors will also benefit from the study if well followed. This study equally provides a reliable starting point for further research works.
It is important to note that cost of labour in this project basis implies the cost of developing a residential building from procurement of land to the final physical completion of the building and even further to its marketing.
The choice of Enugu urban as a study area is not unconnected with the fact that the researcher has studied with interest. The revealing events that have occasioned the growth of the area within the last ten years.
This growth being visible in the influx of people into Enugu city and appraising new building to various other uses and the subsequent persistent increase in the cost of labour of various classes of properties.
This project work, with Enugu residential property development subject to the limitation stated here below.
1.6 LIMITATION OF STUDY
This study is limited to the trend in cost of labour and the effect on residential property development policies in operation within the study period. It is also limited to trends in residential property development within Enugu state.
Some of these limitation factor includes
1 Unwillingness of some construction firms, consultant of quantity surveyor, estate firms and landlords to reveal relevant information.
2 Finance and time constraints have also marked the proper coverage of the entire Enugu state residential property marked so as to make an encompassing research.
3 Obstacles in the collection of relevant data relating to rise of labour cost to developers.
4 Inadequate accessibility in some of the study area, to enable the researcher undertakes an in-depth and sufficient coverage of the study.
1.7 OVERVIEW OF THE STUDY
This research work contains five chapter altogether made up as follows;
Chapter one deals with the introduction which comprises of background of the study, statement of problems, aims and objectives of the study, research questions, significance of the study, scope of the study, limitation of the study and overview of the study.
Chapter two has to do with review of related literature, is to highlight the problems that property developers encountered with a view to overcome them without derivation form the set targets, through its introduction, theoretical and conceptual framework and summary of related literature review, while,
Chapter three deals with research design and methodology, which helps to describe methodology adopted in the conduct of the study, it involve research design, re-statement of problems, brief description of the study area, population of the study , sample size and sampling techniques. Source of data, instrument of data collection and method of data presentation and analysis.
Also, chapter four deals with data presentation and analysis, presentation of base data and is basically used for problem solving for analytical purposes, the researcher relied heavily on the questionnaire for practical evidence.
Finally, chapter five is concerned with the summary findings, recommendations and conclusion, summary of findings and recommendation, a time where a researcher stated remedies of the research work.
