ABSTRACT

For a very long time, bureaucracy had been associated with problems and matters of serious concern book to down-trodden masses and to the government alike for the interest of novice in this area “Bureaucracy is an organizational structure in which rules and regulations are rigidly followed.” The concept, though like many other theories had its shortcomings. These defects strictly speaking were not caused by the structure itself as we were made to believe hitherto this write-up. But the onus lies on individual actors or bureaucrats who pilot the affairs of any organisation. The paper discussed extensively the pros and cons embedded in bureaucracy with the view to recommending a model for Nigeria. In that vein, the researcher had taken a critical view of most complex organisation and discovered that they were not only structured in hierarchical chains but also held rules and regulation religiously. The researcher had also conducted series of personal interview more especially with the bureaucrats, primarily on why rules are rigidly followed, and why so may delay which bogged down to waste of valuable time and energy. The answers to this effect were incorporated in the write-up. There was an overview on the outcome of pathologies or dysfunctions of bureaucracy as was the case today. The researcher ascertained that pathologies of bureaucracy would always result dwindling workers production contrary to what the concept was out to achieve. Finally, on the effect of bureaucracy on workers productivity, the researcher referred to ideal bureaucracy which of course not in practice as enunciated by Max Weber’s taxonomy. Therefore, the researcher was of the view that, pathologies of bureaucracy as practiced today could be one of the potent causes of low worker’s productivity.
