ABSTRACT
The desire of every government is to ensure effective service delivery to its citizens, as it is vital in uplifting the living standard of the mass population. The civil service as a machinery of government is saddled with the responsibility of government policies and programmes implementation. In an attempt to reform government service delivery to the citizens, many policies have been put in place by previous regimes and administrations. Despite these efforts, Nigerian government has not met the required standard of service delivery to its citizens, as the nation is still ranked among the poorest nations in the World, as reported by the United Nations in 2016. The inability of the Civil Service to perform effectively and efficiently its function is not unconnected to poor and centralized policy formulation, poor ICT development and usage, poor funding, corruption, sentiments and mismanagement of resources among other issues. Many developed nations utilize information Communication Technology to facilitate effective governance to its citizenry. E-governance is electronic based governance where every citizen participates in the affairs of government through the use of digital devices and applications. The process is transparent, accountable and efficient. Despite the immense contribution of ICT in governance, most government Ministries, Departments and Agencies in Plateau State get it difficult to consider its implementation. The researcher employed both primary and secondary methods of data collection. Sixty (60) questionnaires were distributed and fifty five (55) were retrieved for analysis. The study reveals that Plateau State Civil Service Commission has no plans on ground for the Implementation of e-governance. The research concludes that, the effective utilization of ICT remains the panacea for effective and efficient functioning of the civil service. The study further recommends that Policy makers should formulate policy on e-governance and ensure its implementation at the State Civil Service Commission and other Ministries, Department and Agencies in Plateau State bearing in mind the benefits derived thereof; digital infrastructure should be made available at the Civil Service Commission and at the availability of Civil Servants in order to facilitate e-governance implementation; A software/portal/website should be developed for e-governance implementation in the Civil Service Commission among others.
