ABSTRACT

This research work was undertaken to investigate the role of parent’s teachers association in secondary schools development in Oredo LGA of Edo State. The study embraced six randomly selected secondary schools in the Local Government Area of study. The major findings of this research work about the role of the parents teachers association in secondary school development in the area of study was that does the PTA help in upgrading teaching and learning qualities in secondary school. PTA supplements the funds for running secondary schools. PTA ensure that the programme of secondary school and tat of the community. PTA helps to discuss some relating issues concerning welfare of teaching and non teaching staff in secondary schools. Based on the findings of this work, the researcher made some recommendations.

 CHAPTER ONE
INTRODUCTION
1.1    BACKGROUND OF THE STUDY
Education describes the total process of human learning by which knowledge is impacted, facilities trained and skill develops.  The school is one of the agencies in which education is provided, other agencies are the home, mass media, church e.t.c. one of the aims of education is to faster national development, it also plays dominant roles in the life of individuals both at home and in school.
          The above aims can not be effectively achieve with insufficient. And in the form of teaching material resource will be included. The resources are informed of teaching (teachers) school guiding chairs and desk if enough resource can be provided.
          Over the years, the society in general has been complaining about the falling trends in the standard of education in Nigeria this falling problem of limited human and material resource which are secondary school before now, the federal government state government and local government have the responsibility. For the training and financing of education, which involves a lot of money. It was the recent phylmothrophing organization community on education tax that introduce the payment of school fees.
          The burden of finance become tool much on the government because necessity of increase in school enrolment which necessitated more classroom and teaching facilities increases in school enrolment e.t.c.
          After the federal government declared universal basic education (UBE) thereby straining existing laboratories, libraries, workshop, as will as human resource needed to implement the goals.
          Further more in 1976 late Professor Ambrose Alli the governor of former Bendel state introduce the free education at all level, this made many people to go to school and hence, school population expression which out number the existing teaching and as well as the learning process is concern.
          The first Executive Governor of Edo State, Chief John Idigie Oyegun introduce free education also p to the secondary school level and this brought about an increase in education enrolment without a corresponding increase in school facilities.
          Therefore the need for more fund to supplement government effort in terms of financing of education among the interest group in the most popular parents. Teachers association (PTA) thus, the Bendel state edict (1972) provided for the establishment of parents teachers association in all primary and secondary school in the state in order to assist in the general development of primary and secondary school throughout the state.
1.2    STATEMENT OF THE PROBLEM
          Because education is perceived as an instrument for projecting national development there is diversity in educational programmes. This lead to an increase in the number of schools as well as students enrolment. To meet up with this increase more fund were needed in order to provide more classroom teachers, libraries, textbooks, non teaching staff furniture and other intramural in education system, since the government handled the education alone, it imperative for the various group (interest groups) to supplement government efforts in the secondary school development. Among these interest group came the Parent’s Teachers Association (PTA)
1.3    OBJECTIVE OF THE STUDY
The following are the objective of the study
1.   To identify the factors capable of improving the techniques required by the management and to promote the parent teachers association.(PTA)
2.   To investigate and determine the present improvement such as performance and productivity in thee secondary schools among local governments.
3.   To determine the basic needs of the PTA that will make them perform their role effectively and efficiently.
4.   To recommend measure that will lead to improvement of PTA in the local government setting.
5.   To examine the impact of prompt reward.
1.4         RESEARCH QUESTIONS
1.   Do the parent’s teachers association (PTA) help in upgrading teaching and learning qualities in secondary schools?
2.   Do the parents teachers association, help to discuss issues. Relating to the welfare of students in secondary school?
3.   Do the parents teachers association (PTA) supplement the funds for the running of secondary schools?
4.   Do the parents teachers association (PTA) insure the programme of secondary schools?
5.   Is there a closer understanding and cooperation between the (PTA) parents teachers associations?
1.5         SIGNIFICANCE OF THE STUDY
     This study was basically designed to investigate the role of parents teachers association in secondary school, development is expected that the result will help to arose the interest of the parents and teachers playing active role in the development of secondary schools as government could not do all alone
     The study will help head of secondary schools on how best to manage with the help of parents teachers association in order to get the maximum contribution towards the development of secondary schools in the state. The study will also help policy matter to provide room for active participation of parents in the secondary schools development and as well as the national development
1.6       SCOPE OF THE STUDY
The scope of this study covers some selected secondary schools in Oredo Local Government Area. The schools are as the following:
1.   Imaguero girls college
2.   Ihogbo college
3.   Emotan girls college  
4.   India girls college
5.   Adesuwa girls grammar school
6.   Oba-Akenzuwa college  
1.8       DEFINITIONS OF TERMS
Parents: They are our father and mother
Teachers: Persons involved in the giving of knowledge, development of facilities, inculcation of right thinking e.t.c.
Association: Group of interest that is group of person coming together to achieve a specific goal. Example of such is the (PTA)
